You can get your hands on those via the ingame event “Rule the waves”. It lasts until 1st October and you need to play T3+ random battles.
Parts:
-Stage 1: 50.000 XP in tier 3 or higher in random battles.
-Stage 2: accumulate 2.000.000 damage
-Stage 3: Win a battle and be one of the top 3 XP earners.
